- 3 cups water
- ¼ cup soy sauce
- 1 tablespoon dark soy sauce
- 2 tablespoons sugar
- 1 inch ginger
- 2 stalks scallions
- ¼ cup cilantro
- 1 tablespoon vegetable oil
- ½ teaspoon salt
