Ingredients
- 1.5 cups all-purpose flour
- ¾ cup water
- ½ tsp salt
- ½ lb ground beef
- 4 large eggs
- ½ cup green onions, chopped
- 3 tbsp vegetable oil

Whisk flour, water, and salt until smooth. Let rest 10 minutes.

Brown ground beef in a skillet over medium-high heat, breaking it up with a spoon, about 5 minutes. Drain excess fat.

Crack eggs into a bowl. Whisk until yolks and whites blend. Stir in cooked beef and green onions.

Heat 1.5 tbsp oil in a 10-inch skillet over medium-high until it shimmers.

Pour half the batter into the skillet, tilting to spread into a thin, even round.

Cook 2 minutes until the bottom sets and edges look dry. Pour half the egg filling onto one half.

Fold the unfilled half over the filling, creating a half-moon shape.

Cook 2–3 minutes until the outside is golden brown and edges crisp, then flip carefully.

Cook the flipped side 2 minutes until golden. Transfer to a plate. Repeat with remaining batter and filling.
