Ingredients
- 2 cups all-purpose flour
- 6 tbsp butter, cold and cubed
- 2 tbsp granulated sugar
- 2 tsp baking powder
- ¾ cup whole milk
- ¼ tsp salt

Preheat oven to 400°F. Mix flour, sugar, baking powder, and salt in a bowl.

Add cold butter cubes and rub with your fingers until mixture looks like breadcrumbs.

Pour milk into the center and stir with a wooden spoon until a shaggy dough forms.
