Ingredients
- 2 cups all-purpose flour
- 1.5 tsp baking powder
- 1 tbsp sugar
- ½ tsp salt
- ¾ cup warm water
- 3 tbsp neutral oil (for chili oil)
- 1.5 tsp chili flakes

Mix flour, baking powder, sugar, and salt in a large bowl.

Add warm water and stir until a shaggy dough forms, then knead 2 minutes until smooth.

Divide dough into 8 pieces, roll each into a smooth ball, then flatten slightly into discs.

Bring water to a boil in a steamer or pot with a bamboo steamer basket. Line basket with parchment.

Arrange buns on parchment, steam over boiling water for 8 minutes until puffed and set.
