- 12 leaves betel leaves, fresh
- 1.5 tbsp fish sauce
- 2 medium shallots, minced
- ¼ cup fresh cilantro, chopped
- ½ whole lime (juiced)
- ¼ tsp black pepper
- 1 tbsp neutral cooking oil
