  • ¼ cup cocoa powder
  • ½ cup granulated sugar
  • ½ cup whole milk
  • 4 tbsp butter, divided
  • 1 cup heavy cream (for whipped topping)
  • ½ cup chocolate chips

    Melt remaining 2 tbsp butter with chocolate chips in microwave, 45 seconds, stirring once, until glossy.
