Ingredients
- 2 cups all-purpose flour
- 2 tbsp sugar
- ⅓ cup butter, cold, cubed
- ¾ cup whole milk
- ½ cup clotted cream
- ½ cup strawberry jam

Heat oven to 400°F. Mix flour and sugar in a bowl, then add cold butter cubes.

Rub butter into flour with your fingertips until it looks like coarse sand, ~2 minutes.
