Malpua with Rabri

Ingredients
- ¾ cup all-purpose flour
- ½ tsp baking powder
- 1 can (14 oz) sweetened condensed milk
- ¾ cup whole milk
- ½ cup granulated sugar
- 4 whole green cardamom pods, crushed
- ¼ cup pistachios, chopped

Whisk flour, baking powder, and a pinch of salt in a bowl. Add 0.25 cup whole milk and stir until you have a thick, lump-free batter.

Heat 0.5 cup sugar with 0.5 cup water and 2 crushed cardamom pods in a small saucepan over medium heat, stirring until sugar dissolves. Let it simmer for 2 minutes, then remove from heat.

Pour remaining 0.5 cup whole milk into a skillet over medium-high heat. When it steams, add condensed milk and 2 remaining cardamom pods. Simmer gently for 3 minutes until it thickens slightly into rabri.

Heat oil in a separate skillet over medium-high until it shimmers, about 90 seconds. Drop spoonfuls of batter (about 1.5 inches wide) and fry 60 seconds per side until golden and puffed.

Transfer malpua to a plate and immediately dunk each one into the warm sugar syrup, soaking both sides for 5 seconds.

Arrange malpua on a serving plate, pour rabri over the top, scatter pistachios, and serve warm.
